JOB DESCRIPTION

This role involves independently leading the preparation of winning proposals throughout the opportunity life cycle. The Senior Federal Sales Proposal Administrator coordinates and monitors all phases of the proposal project, from pre-proposal preparation to development, in collaboration with internal stakeholders. For the most complex proposals, they head the team of proposal administrators and collaborators assigned to the deal, including providing training, guidance, and directing work assignments. Responsibilities also include coordinating diverse groups of proposal stakeholders, managing proposal schedules and deadlines, and developing high-quality proposal deliverables.

The Senior Proposal Administrator analyzes and develops responses to the organization's most complex, high-value request for proposals (RFPs) for both renewing and new business opportunities. They are responsible for authoring compelling proposals by effectively articulating the value story and weaving in win themes throughout the response while ensuring clarity, conciseness, and compliance. Additionally, they may act as the final editor in select proposal reviews and serve as a mentor for junior team members.

This role will also involve building the federal government proposal infrastructure, including content and graphics libraries, process documentation, training, and other guiding resources. The Senior Federal Sales Proposal Administrator may provide support to the Federal Sales team regarding capture activities and proposal requirements solutioning.

RESPONSIBILITIES

  • Collaborate effectively across teams to lead the proposal project and manage the successful development of high-impact proposals.
  • Create proposal outlines and monitor all phases of the proposal project to ensure on-time delivery.
  • Analyze RFP/bid requirements and develop compliance matrices to ensure both compliance and responsiveness to customer requirements.
  • Write original content and work with stakeholders to determine key messages, value propositions, and win themes.
  • Prepare customized proposals for high-value deals, including drafting executive summaries, customizing existing written content, and developing new content.
  • Lead effective Proposal Kickoff meetings, status calls, and color team reviews.
  • Work in partnership with Sales and Subject Matter Expert (SME) team members to develop high-impact win themes and value propositions.
  • Lead the development of the company's federal government proposal infrastructure.
  • Conduct after-action debriefs/lessons learned discussions and/or issue surveys.
  • Engage in non-proposal writing projects as requested.


QUALIFICATIONS

  • High school diploma/GED required.
  • 4 or more years of professional experience managing or writing proposals, supporting captures, and/or in business development.
  • 2 or more years federal proposal experience preferred.
  • Trained and experienced with Shipley proposal management processes and/or Proposal Management Professional (APMP) certification is a plus.
  • Strong communication skills and ability to collaborate effectively in a fast-paced environment.
  • Strong time management skills and experience managing multiple proposals under tight deadlines.
  • Proficiency with Microsoft Office, CRM, and proposal platforms/libraries preferred.
  • Technologically savvy with collaboration tools preferred.
  • Demonstrated proactive work style with successful past record of creative solutioning and problem-solving.
  • Ability to lead diverse stakeholders with competing priorities to consensus and solutions.

Base Pay Information

The national base pay range at the end is a good faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications, and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity. $59,000 - $130,900
