We are looking for passionate, experienced nurses to fill three (3) full-time Registered Nurse, Supervising vacancies at the Public Health Department. We have one (1) opening in Primary Care and Family Health (PCFH) at the Santa Barbara Health Care Center; one (1) opening in the Enhanced Care Management (ECM) program that will travel countywide, with the ability to be based in Santa Maria or Santa Barbara and work a hybrid schedule; and one (1) opening with the Sexual Assault Response Team (SART) that will be expected to travel countywide, with the home base of Santa Barbara and the potential for a hybrid work schedule. The County classification title is Staff Nurse, Supervising.

We are also accepting applications to establish one employment list for future Full-Time, Part-Time, Extra Help and 1414* vacancies for Staff Nurse, Supervising in Santa Barbara, Santa Maria, Carpinteria and Lompoc.

* 1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

POSITION:
Clinic Registered Nurse, Supervisor: Under general direction of the Health Center Administrator (HCA), directs and supervises professional and unlicensed assistive personnel (UAP) in the provision of direct patient care in the regional community health clinics; and performs related duties as required.

Enhanced Care Management (ECM) Nurse, Supervisor: Under general direction of the Chief Medical Officer (CMO), directs and supervises Registered Nurses and Enhanced Care Coordinators in the provision of complex case management; and performs related duties as required.

The Sexual Assault Response Team (SART) Nurse, Supervisor: Under the direction of the SART PHD Administrator and SART Medical Director, directs and supervises Registered Nurses who perform medical-legal examination for suspected adult survivors of sexual assault at any of 3 SART exam locations (Santa Barbara, Lompoc, and Santa Maria); conducts medical-legal examinations of suspected adult survivors of sexual assault (will train if needed); and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: This is a first-line supervisory classification. It is distinguished from Staff Nurse by its emphasis on providing direction and supervision as opposed to direct patient care. It is further distinguished from the Staff Nurse, Senior, by the latter classification's focus on using specialized nursing knowledge to provide nursing services to a specific targeted program or population.

The Ideal Registered Nurse Supervisor Candidate will possess:
  • Supervisory experience in an ambulatory care setting
  • Nursing experience in Primary Care, Internal Medicine, Pediatrics, Specialty Services, and Women's Health, including OB/GYN, family planning, and birth control
  • Knowledge of funding sources such as Medi-Cal, PACT, and Every-Woman- Counts
  • Experience utilizing electronic health records, specifically EPIC
  • The ability to converse fluently in both English & Spanish (desired but not required)

In addition, the ideal candidate for the SART Nurse Supervisor role will possess:

  • Specialized training in adult forensic medical examinations (will be provided upon hire if needed)
  • A background in forensic nursing
  • Strong interpersonal skills
  • Training or experience in trauma informed care
  • The ability to be flexible and problem-solve independently
  • Experience working with underserved populations
  • Supervisory experience in an ambulatory care setting
  • Experience utilizing electronic health records
  • The ability to converse fluently in both English & Spanish (desired but not required)

Enhanced Care Management (ECM) Services:
The California Advancing and Innovating Medi-Cal (CalAIM) initiative is part of a transformative overhaul of Medi-Cal that recognizes person-centered care as influential in positive health outcomes. Enhanced Care Management (ECM) is a new Medi-Cal benefit available to eligible members with complex needs and includes care management of health-related needs, and facilitation with community resources. With general direction from the chief medical officer, the ECM nursing supervisor will play an integral role by overseeing programmatic requirements while leading a multi-disciplinary team, including the lead care managers, and registered nurses.

Sexual Assault Response Team (SART):
SART is a countywide program dedicated to providing care to individuals who have been sexually assaulted or sexually abused. An interagency program, SART coordinates with Law Enforcement, Rape Crisis Centers, Victim Witness Assistance, Child Welfare Services, Child Abuse Listening and Mediation (CALM) and a medical team of trained professionals, nurses, and physicians. Medical-legal examinations are provided through the Public Health Department by professional staff who have received specific training in forensic examination of patients who have been sexually assaulted/abused. Examples of Duties

  • Directs professional nurses and UAP in providing direct patient care in the Public Health Department's regional clinics; supervises and reviews the quality of health care provided to patients and ensures that all policies, procedures, and protocols are adhered to by staff; ensures that nursing care is performed to acceptable professional standards and in accordance with physician's orders.
  • Evaluates the work of subordinate staff in order to ensure that quality assurance standards are met; documents performance and takes appropriate action, including implementing discipline when necessary; establishes expectations and performance goals and supports staff in the attainment of those goals.
  • Develops and maintains staffing schedules for the clinic; ensures that provider, clinic, and hospital call schedules are accurate and communicated to staff, the hospital, and the answering service; maintains and distributes schedules for various specialty clinics.
  • Ensures that appropriate records and patient traffic flow are maintained, referrals and follow-up appointments are made, accurate information is communicated to patients, and clinics are conducted in an orderly fashion; an adequate inventory of medical supplies, medications, and vaccines is maintained; examination and/or consultation rooms are properly equipped and supplied; and notifies the Regional Clinic Manager of equipment failure and recommends repair and/or replacement of broken equipment.
  • Conducts regular nursing staff meetings; communicates procedural or other changes to staff; obtains feedback from staff regarding clinic services and needs and informs the Regional Clinic Manager; communicates safety tips and updates to staff and maintains sign-in sheets that verify staff's receipt of safety information.

Employment Standards

Possession of a valid license as a Registered Nurse issued by the State of California; and,

  • Three years of professional nursing experience that included some lead experience, such as assigning and reviewing the work of staff; OR,
  • Three years of experience performing duties equivalent to the class of Staff Nurse with Santa Barbara County including some lead experience such as assigning and reviewing the work of staff; OR,
  • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Knowledge of: the principles, practices and skilled techniques of nursing; symptomology and disease processes; general nutrition; medical equipment operation; use and effects of medications and immunizations; legal environment of nursing; health education techniques and practices; interviewing and counseling techniques; community health and medical services; medical recordkeeping and privacy practices; clinic organization and operations; supervisory practices.

Ability to: evaluate and assess the need for nursing and/or medical services; exercise independent judgment; work with individuals and families in a clinical setting to resolve health problems; perform skilled nursing tasks; anticipate patient's needs; plan, organize, coordinate and supervise clinical nursing and support services; lead the work of others engaged in nursing and clinical support activities; identify and analyze administrative problems and implement operational changes; demonstrate tact, diplomacy, patience and compassion; establish and maintain cooperative working relations; comply with nursing policies, protocols and program regulations; prepare and maintain medical records of appropriate documentation; recognize and respect limits of authority and responsibility; maintain confidentiality of information; make referrals to local and regional providers of social, medical and/or other special services; communicate effectively with people of diverse socio-economic and ethnic backgrounds.

Supplemental Information

APPLICATION & SELECTION PROCESS:

  • Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
  • Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and autoscored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 13 qualified candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.

Conditional Job Offer: Once a conditional offer of employment has been made, the selected candidate will be required to successfully complete a background check, which includes a conviction history check and satisfactory reference checks. Appointee will also be subject to a post-offer medical examination. Appointee must satisfactorily complete a (12) twelve-month probationary period.
