Are you ready to take your procurement career to the next level? The Oregon Youth Authority (OYA) is currently seeking a dynamic individual to fill the pivotal role of Procurement Manager. As the agency's Designated Procurement Officer (DPO), you will play a crucial role in providing procurement leadership and strategic advice to our Chief Financial Officer and agency leadership.

In this role, you will oversee and manage all procurement processes in accordance with state laws and administrative rules, while staying abreast of federal and state policies that impact our programs. Your responsibilities will include leading, managing, and directing the day-to-day operations of our procurement functions, including personnel and priorities.

We're looking for candidates with proven proficiency in spreadsheets, databases, and purchasing and contracting software applications. Excellent reporting, presenting, and communication skills are a must, along with a deep understanding of State of Oregon procurement laws, rules, and requirements. Additionally, we value individuals who can apply an Equity Lens to all aspects of their work, demonstrate strategic thinking and organizational skills, and exhibit proficiency in risk assessment and contract negotiation.

  • Hybrid Telework: This position is eligible for a flexible remote work schedule, and you will be required to come into the office as needed. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

  • We may use this recruitment to fill future vacancies.
  • Starting Salary Expectations New to State Government: $75,084.00 yearly to $86,928.00 yearly; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).
  • Position Salary Range: up to $124,200.00 Annual Salary.
  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.
  • Upon PERS eligibility, employees will receive a 6.95% increase to their base salary and will pay the employee 6% contribution to PERS

  • Five years of lead work, supervision, or progressively related experience; OR
