Position Description
EnCompass LLC is seeking a Project Director to provide leadership, expertise, technical assistance, and innovative learning approaches for EnCompass clients, primarily U.S. government agencies.
This position will lead and provide overall technical, administrative, and financial management direction to designated projects, including serving as Key Personnel where required and approved.
The ideal candidate will have experience successfully leading teams supporting USAID or U.S. government contracts and technical expertise in organizational development and/or change management.
This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.
Must be legally authorized to work in the US for any employer without sponsorship.
Position Duties and Responsibilities
Essential functions:
Technical

Provides vision, strategic direction, and leadership for designated projects

Provides technical, operational, and management oversight to project tasks to meet exceptional standards for quality and timeliness

Establishes and maintains highly collaborative working relationships with clients, stakeholders, partners, and staff

Brings innovative, leading-edge thinking, methodologies, and approaches to programs and activities; leads and mentors staff in developing, delivering, and evaluating events

Leads or provides leadership for co-created needs assessment processes to determine the most effective activities and designs that align with goals, strategies, and competencies

Oversees participative and collaborative design and facilitation of face-to-face, virtual, and/or hybrid sessions and events

Facilitates sessions and events virtually, in person, and hybrid as needed

Leads processes for monitoring and evaluating activities

Effectively communicates progress on project deliverables to clients, team members, and other stakeholders in a clear and concise manner

Adheres to EnCompass gender and inclusive development best practices and serves as a model for staff regarding gender, inclusive development, and social inclusion

Develops and documents good, emergent, and promising practices to improve project performance and effectiveness, as well as systems to integrate lessons learned
Management

Manages activities and tasks from design to implementation and evaluation, including scope, budget, timeline, and quality assurance

Anticipates challenges and risks and recommends solutions

Leads client engagement and supports colleagues in providing provide exceptional client service

Supervises and mentors emerging and established staff as well as consultants in designing and delivering activities
Business Development

May contribute to and/or serve as Technical Lead on proposals

May mentor less-experienced staff in contributing to smaller proposals or activities within larger proposals in area of expertise

Contributes to company business development through networking in professional circles

May participate in new business generation discussions with potential partners and EnCompass
-
Recruits, hires, and manages consultants for proposals and contribute to expansion of the Global Consultant Network

Qualifications
Academic Qualifications
-
Minimum of a High School diploma and 16 years of professional experience, or an Associate’s degree and 14 years, or a Bachelor’s degree and 12 years, or Master’s degree or higher and 10 years

Degree in Organizational Development, Change Management, Leadership Development, or related field if held
Experience and Skills
-
Progressively more responsible experience in organizational development programs including, designing and facilitating engaging and effective interventions, employing foundational and cutting-edge approaches to meet the needs of the client group, and utilizing state-of-the-art diagnostic and dialogic methodologies
-
Experience working with international organizations (e.g., UN system, U.S. government agencies, or NGOs) required (USAID strongly preferred)
-
Experience in a leadership role on a U.S. government contract required (USAID strongly preferred)
-
Demonstrated experience providing technical leadership and managing staff, consultants, and teams
-
Experience directly engaging clients and other key stakeholders and a commitment to providing the highest level of service to exceed client expectations

Ability to confidently engage with staff at all levels to define needs and expectations and collaborate on projects

Ability to work in a collaborative work environment that utilizes Appreciative Inquiry, and to model strengths-based approaches for the team

Ability to work in a fast-paced environment with demonstrated ability to manage multiple concurrent, competing tasks and demands and to seek supervisory assistance as appropriate

Exceptional communication, presentation, and facilitation skills including experience communicating with a variety of audiences with a high degree of cultural sensitivity

Strong planning, organization, strategic thinking, project management, and problem-solving skills with a demonstrated ability to manage multiple assignments simultaneously and deliver quality, client-focused results on time and within budget

An appetite for learning, curiosity, and a willingness to experiment in new ways of working

Demonstrated commitment to and experience in applying Diversity, Equity, and Inclusion (DEI) and gender integration and inclusive development best practices and ability to incorporate those practices into technical designs and project administration

Ability to travel, including internationally, may be required for some assignments

Qualification in or experience with assessment tools such as 360-degree assessments, StrengthsFinder 2.0, Thomas-Kilmann Conflict Mode Instrument (TKI), Leadership Circle, DiSC, and/or Insights Discovery

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $146,000- $155,000.
