Are you interested in real estate transactions, leasing, appraisals, and acquisition/disposal of real property in a public agency? The General Services Real Property Division has an excellent opportunity for you to expand your experience and develop skills in the County of Santa Barbara.

We are accepting applications to fill one full-time Real Property Agent III vacancy in the General Services Department. The current vacancy is in Santa Barbara.

About the Department: The Real Property Division of the General Services Department provides professional real property services to other County Departments, governmental agencies, and other outside entities. The Real Property office coordinates and prepares real property transactions of land acquisition and disposition, property management, and engineering or appraisal as they relate to buying, selling and leasing real property or property rights for public use. POSITION: Under direction, performs more complex and critical tasks and undertakes more difficult assignments than incumbents at the I/II level in real property law, land acquisition and disposition, property management, engineering, and appraisal related to public agency real estate transactions; acts as a project leader or provides training and functional supervision to other professional, paraprofessional, or clerical staff; and performs related duties as required..

The Ideal Candidate will have:
  • An advanced degree in business administration, public administration, real estate law, or a closely-related field;
  • Demonstrated professional experience in public agency real estate and public works arena;
  • Demonstrated extensive professional experience in evaluating and interpreting written contracts for real property or related transactions for a public agency;
  • Professional experience in negotiating right-of-way leasing or acquisition and disposition of property for a public agency;
  • Professional experience reading and interpreting record documents such as Grants of Easements, Assessor Parcel Maps, survey plats and legals, Convenants, and Conditions & Restrictions (CC&R), and subdivision maps;
  • Demonstrated professional experience drafting board letters, closed session memos, or similar documents seeking approval from public agency governing bodies.
  • Excellent written and verbal communication skills and the ability to convey information in a clear, concise, organized and relevant manner to help others understand objectives and priorities;
  • Supervisory or lead level experience in direct supervision of real property agents or other staff members;
  • Solution-oriented strategic problem-solving skills;
  • Ability to effectively manage multiple situations occurring simultaneously;
  • Demonstrated ability to develop and maintain sound working relationships with diverse people and personalities;
  • Ability to prepare and write clear and concise reports, and keep records organized accordingly;
  • Ability to process, interpret and communicate legal information;
  • Ability to work well in a team environment, making positive contributions and assisting others as necessary;
  • Ability to work independently, prioritize work, and meet critical deadlines;
  • Professional experience using Microsoft Excel, Word, Outlook, and PowerPoint;
  • Experience using a computerized real estate management system;
  • Great customer service skills and experience working with the public.


Examples of Duties

  1. Resolves and assists other Real Property Agents in resolving difficult issues in real estate law, engineering (as it relates to reading and interpreting drawings, plans, property maps and preliminary title reports), appraisal, property management, relocation assistance, and acquisition and disposition of real property;
  2. Reviews and analyzes appraisal reports to ensure that they include accurate assumptions and are based on appropriate principles;
  3. Examines and interprets information contained in engineering plans, property maps, legal descriptions, and preliminary title reports for the purpose of buying, selling, or leasing real property or property rights for public use;
  4. Orders and analyzes litigation reports and researches property title, court cases, and other property rights;
  5. Analyzes and interprets legal descriptions to determine improvements, encumbrances, zoning regulations, easements, ownership, and other pertinent information about property to be acquired or sold;
  6. Negotiates and prepares or directs preparation of the most complex deeds, easements, leases, legal descriptions, concession agreements, licenses, temporary entry permits, and purchase and sale contracts used in the lease, acquisition, or disposition of real property or property rights;
  7. Meets and confers with the public and elected officials to present and explain the County's proposals;
  8. Coordinates work with other County departments, governmental agencies, and the general public to ensure conformance with policies and regulations and to make sure projects are completed on time;
  9. Identifies need for and conducts or provides for training of staff; reviews work of staff; assists in establishing objectives and maintaining performance standards; provides input on performance evaluations of staff;
  10. Confers with County Counsel on eminent domain cases and appears in court as an expert witness in actions related to condemnations;
  11. Maintains records and prepares letters, reports, and general correspondence.

Employment Standards

Possession of a valid International Right of Way Association senior designation, or a Bachelor's degree preferably in Business, Public Administration, Real Estate, Economics, Planning, Engineering, or closely related field; and,

  1. Four years of increasingly responsible professional experience in appraisal, leasing, engineering (as it relates to reading and interpreting drawings, plans, property maps and preliminary title reports), real property law, acquisition, disposal of real property, and property rights for public purposes (i.e. in a public agency, special district, public or quasi-public utility company); OR,
  2. Two years of experience performing duties equivalent to a Real Property Agent II with Santa Barbara County; OR,
  3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C Driver's License.

Knowledge of: advanced principles and practices of real property law, real estate contracts and contract law, land acquisition and disposition for public purposes, real estate negotiations, engineering (as it relates to reading and interpreting drawings, plans, property maps and preliminary title reports), property management, and appraisal; Federal, State, and local laws and regulations that apply to those negotiating the acquisition and disposition of real property or property rights for public purposes; principles and practices of government agency execution of deeds, permits, easements, purchase and sale contracts, and other documents necessary in the acquisition/disposition or use of real property or property rights; practical aspects of acquisition and revenue leasing involving complex issues such as lease options, tenant improvements, and rent adjustments; property management, including practices for classifying and maintaining a real property inventory and real property data base; principles and practices of property valuation with an emphasis on review and analysis of appraisal reports for government agencies; laws, rules, and regulations applicable to the acquisition of private property for public use by eminent domain, including title issues, theories and purposes of just compensation, and legal aspects of valuation in eminent domain cases; computer applications for office use.

Ability to: read and understand legal descriptions, engineering drawings, property maps, and the various legal documents used in right-of-way and real property actions; make presentations before groups of people; tactfully and effectively deal with people on sensitive issues; write complex technical material such as, real estate leases, contracts, reports, and letters in a clear and concise manner; follow oral and written directions; communicate effectively; establish and maintain effective working relationships with colleagues, staff in other County departments, elected officials, and members of the public; train and supervise staff; exercise independent judgment and work productively, both independently as well as in groups and on teams; use creativity in solving problems; manage interpersonal conflict; use computers.

Desirable Qualification: A bachelor's or advanced degree in Business or Public Administration, Real Estate, Economics, Land Use Planning, Engineering, or a closely related field is desirable.


Supplemental Information

  • Application Ranking: Applications that meet the employment standards will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by the information provided on their application based on the Position Description and Ideal Candidate Statement of this bulletin. This process may be eliminated if there are fewer than 11 qualified candidates.

Candidates must receive a percentage score of at least 70 on the Application Ranking assessment to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.
