Departmental Overview

The mission of Financial Planning and Analysis (FP&A) is to effectively manage the financial resources of UC Berkeley in support of instruction, research, and public service. We work with campus academic and administrative units to assess ongoing budget and planning issues, implement the campus budget process, and establish and monitor controls over campus resources. We also provide decision support to campus leadership through financial analysis, reporting, and forecasting.

As part of the Office of the Vice Chancellor for Finance, the Financial Analyst supports the development of financial models, long-term projections, policies, and recommendations on UC Berkeley's $1.5 billion central budget.

In particular, the role requires that the incumbent be both a highly skilled financial and policy analyst. Under the general guidance of the Assistant Director of Revenue and Strategic Initiatives, the incumbent will play a critical role in developing and maintaining financial models in support of central budget planning. In addition, the incumbent will serve as a campus-wide subject-matter expert on policies and procedures related to tuition and student fees, including their creation, oversight, and reporting requirements. The role demands the incumbent be able to clearly present analysis, findings, and recommendations to a wide variety of stakeholders with varying levels of financial experience, such as deans, department managers, non-finance staff, and students.

More broadly, as a member of the Financial Planning & Analysis team, the incumbent will provide support to other members of the team, including the annual budget process; monthly, quarterly, and fiscal close processes; central commitment maintenance; systems testing; and journal creation and review.

Collaboration and communication are essential skills for the incumbent, who will work closely with both internal and campus-wide stakeholders. The incumbent must be able to cultivate partnerships across campus that engender trust and respect in order to advance our goal of generating revenue and responsibly expending resources in pursuit of our mission.

Responsibilities

Assist in the management of campus student fees, which consists of:

  • Managing commitments to campus divisions that pertain to centrally held tuition and fee revenues (e.g., undergraduate and graduate return-to-aid models, revenue sharing agreements, etc.), including data entry and maintenance in MS Access database.
  • Assisting in the development of the annual call for proposal and proposal review process for professional degree program fees, course materials & services fees, and miscellaneous fees.
  • Review and validate campus-based fee distributions for Fall, Spring, and Summer terms.
  • Serve as a resource to other campus analysts and stakeholders managing existing student fees, proposing new fees, or trying to better understand the tuition and fee landscape
  • Represent FP&A in meetings associated with student fee governance, including the Chancellor's Advisory Committee on Student Services and Fees (CACSSF), the Student Fee Referendum Committee (SFRC), the Course Materials & Services Fee (CMSF) Committee, Life Safety Fee Committee, and others as needed.

Support FP&A team in:

  • The development and execution of the annual campus budget process.
  • Helping test financial systems - including BFS, CalPlan, CalRptg, and HCP - during system launches and updates.
  • Assist in performance of recurring tasks as assigned, including monthly, quarterly, and fiscal close processes, revenue forecasting, key controls, and annual UCOP reporting.
  • Preparing and/or approve GL journals and funds transfers to capital projects.
  • Respond to emergent campus stakeholder issues related to fee revenue policies and financial planning as they arise.
  • Using data from multiple sources, develop and/or maintain financial models (e.g., multi-year forecasts, sources and uses, etc.) for centrally held revenue streams such as tuition and fee revenue and state appropriations.
  • Monitoring specialized state appropriations (e.g., the Student Academic Preparation and Educational Partnerships [SAPEP] program) and work with campus stakeholders to transfer funds and facilitate reports as required by UCOP.
  • Generating ad hoc financial reports as well as other services as needed.

  • Create, update, or otherwise maintain process documents for tuition and fee-related financial activities.

Required Qualifications

  • Thorough knowledge of finance policies, practices, and systems.
  • Ability to independently gather required information to organize, and perform financial analysis assignments.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Proven ability using organizational skills to multitask in a high-volume environment.
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications

  • Post-graduate degree in business, finance, accounting, or other related area.
  • Knowledge of the Berkeley Financial System (BFS) and journal accounting.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $74,300.00 - $101,000.00.
