Departmental Overview

The Financial Aid and Scholarships Office (FASO) directly awards or coordinates the awarding of over $850 million from over 700 funding sources to over 25,000 undergraduate and graduate students.

The mission of the Financial Aid and Scholarships Office is to provide students access to an excellent education. Through strategic partnerships and rigorous planning, FASO offers innovative aid programs to make higher education affordable, helps students and parents navigate financial aid processes, counsels students so they understand their options and feel empowered to make the best choices to manage their financial lives,advocates on behalf of students, teaches students about financial literacy, collaborates to help build upon a comprehensive, holistic culture of care that transforms the student experience and helps us recruit, retain, and graduate students and prepare them for success in life, and fosters a sense of community by encouraging alumni and donors to connect with the university and give the gift of access to the next generation of students.

Responsibilities

Under the direction of the Assistant Director of Scholarships in the Financial Aid & Scholarships Office, the Financial Wellness Program Manager manages all aspects of the Financial Aid and Scholarships Office's financial literacy and wellness programs, supports the daily operations of the scholarships unit, serves as the first point of contact for students seeking financial wellness, provides in-depth interpretation of, counseling on, and resolution of issues with their financial aid packages, and coordinates targeted training, and communications in collaboration with subject matter experts. This role also supports scholarship programs for targeted students.

  • Involves analyzing students' level of need and eligibility for financial aid to allocate financial aid awards and advise students on obtaining aid. Interprets financial aid regulations, analyzes student data, and implements procedures to ensure regulatory compliance and timely delivery of financial aid.
  • Manages department participation in and creates content for outreach services for financial literacy.
  • Manages the design, planning, assessment and implementation of the Financial Aid & Scholarships Bears for Financial Success (BFFS) Peer Advising Program. Creates and administers training to peer educators on key financial wellness areas and evaluation tools.
  • Manages hiring, scheduling and staffing of all peer educator outreach events. Evaluates program and makes recommendations for strategies to enhance effectiveness. In consultation with the Associate Director, manages BFFS and scholarship unit participation in yield/outreach activities. Partners with other UC departments to implement student-focused activities, programs, and services for prospective students, parents, and the general public. Develops presentation materials in support of scholarhip unit outreach, activites and programs.
  • Coordinates relationships with University Development and Alumni Relations teams and participates in fundraising and donor reporting activities, including but not limited to writing viable proposals, developing budgets for allocation of funding and meeting donor reporting requirements.
  • Provides advanced expertise to plan and coordinate policy and procedure changes. Support Scholarship unit overall operations. Support the Assistant Director in managing the daily operations of the unit. Participates in the development of policy and strategies for scholarhips unit funcations and daily operaions. Participates in the conception, development, and implementation of business processes and related communications to support fundraising and financial wellness. Represents the Scholarships unit to the campus community and relevant external consituencies as appropriate.
  • Coordinates, implements, evaluates, reports on and leads the financial wellness and literacy efforts for the University in UC systemwide setting. Develops, implements and collaborates with UC campuses on best practices for financial wellness. Partners with institutions across the country to lead the national conversation on financial wellness, including but not limited to the Higher Education Financial Wellness Summit.
  • Coordinates, implements, evaluates, and reports on the special programs and projects as assigned, including the Associate Vice Chancellor's Student Advisory Committee on Financial Aid and Education. Consults with partner offices and other UC departments on procedural issues or individual student's eligibility, and provides clarification on financial aid policies to these departments. Identifies and tests annual programming changes needed to implement new aid year changes related to programming for financial aid programs.
  • Manages the administration of specialized University and donor scholarship programs. Design specification to build complex queries used in selection and awarding processes for funds with terms that require manually packaging or coordination is needed with other departments to identify scholarship recipients. Performs complex need analysis, assesses eligibilitiy, and exercises professional judgement to determine allocation of aid awards under complex, specilized regulations
  • Coordinates relationship with Berkeley International Office and UDAR on scholarship programs for international students. Manages joint activities, communications and develops budget and projections for awards and activities. Conduct donor scholarship research for fundraising colleagues across campus, that includes feasability studies on proposed scholarship terms or comprehensive research on history of scholarship and maintenance. Other projects as assigned.

Required Qualifications

  • Advanced skills working with campus wide partners to develop and coordinate effective, sustainable outreach programs, including but not limited to managing FASO participation in university recruitment and yield activities.
  • Foster excellent relationships with internal and external stakeholders.
  • Advanced skills to develop, design, recruit, implement and manage sustainable peer educator program, including development of effective training material that will educate educators on FASO policies and ultimately attract, enroll and educate current and prospective UC Berkeley students, including students from under-represented groups.
  • Advanced knowledge of policies, regulations, and practices for awarding financial aid; specialized knowledge or ability to acquire such knowledge of UCB programs for students in specific demographic groups. Working knowledge of packaging policies and practices.
  • Project management and scheduling skills. Advanced written and verbal communication skills. Active listening, persuasion, and negotiation skills. Possesses advanced customer service orientation skills.
  • Advanced knowledge of advising and counseling techniques.
  • Organizational skills and ability to prioritize work and meet deadlines.
  • Advanced ability to assess, process and implement improvements. Excellent interpersonal skills. Strong social perceptiveness abilities.
  • Advanced proficiency with standard office software (Microsoft Word, Excel, Powerpoint and Access) as well as internet and email applications.
  • Advanced problem indentification, critical thinking, and problem solving skills; judgement and decision making ability.

Preferred Qualifications

  • Experience using complex databases; ability to define specifications for data manipulation and analysis. Proficiency manipulating and analyzing large volumes of data.
  • Advanced knowledge of common University specific computer application programs.
  • Ability to interpret complex policies and develop procedures to ensure compliance.
  • Ability to calculate and reconcile financial aid with attention to detail and accuracy.
  • Advanced knowledge of University policies, processes, and procedures related to student registration, aid awards, and payments.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary range that the University reasonably expects to pay for this position is $90,000 - $104,400.
