DESCRIPTION

UC San Diego Health Sciences is a Vice Chancellor area within the University of California San Diego (UCSD). The organizational structure comprises of an Academic and a clinical enterprise. The Academic enterprise encompasses 18 departments and 2 professional schools (The School of Medicine and The Skaggs School of Pharmacy and Pharmaceutical Sciences) and is dedicated to teaching and research. The Academic Resource Center (ARC) was established as a centralized business service center to provide Health Sciences departments with efficient standardized transactional support services for faculty, academics, scholars, and department liaisons in the areas of recruitment, appointment, academic reviews, personnel administration, and compensation. ARC's goal is to provide expert, timely, and accurate service and advice in support of the UC San Diego Health Science's mission of groundbreaking research, inspired teaching, and outstanding clinical care. Under general supervision, the ARC Review & Advancement Analyst will provide academic personnel services to Health Sciences departments and units through a shared service business model. Incumbent will be responsible for administering academic personnel policies and procedures that span a comprehensive array of functional areas including but not limited to: faculty and academic employment (e.g. Senate and Non-Senate Faculty, Specialists, Project Scientists, Research Scientists, Lecturers, and Unit 18s) appointment and merit advancement, academic review, layoffs, immigration/visa processing, training and development. The analyst will primarily be responsible for academic reviews and advancement for each department portfolio assigned, and in collaboration with other ARC units, have oversight for his/her assigned department portfolio as it relates to all aspects of academic personnel for full time and adjunct faculty.

Under supervision and guidance of the ARC Reviews & New Appointment Manager and Unit Leads, the ARC New Appointment Assistant Analyst will assist in providing academic personnel services to Health Sciences departments and units through a shared service business model. Incumbent will share responsibility for administering academic personnel policies and procedures that span a comprehensive array of functional areas including, but not limited to: faculty and academic recruitment, (e.g. Senate and Non-Senate Faculty, Specialists, Project Scientists, Research Scientists, Lecturers, Unit 18s, and visiting faculty/academics); new appointments, and the academic review process. Administers return to active duty retiree appointments as well as processes immigration/visa applications for new faculty and academic researchers.

The incumbent will work collaboratively with department liaisons, administrative support staff and faculty to facilitate the open recruitment process for faculty and academics. Provides analytical support and preparation to the New Appointments and Reviews Analysts designated to his/her department portfolio. Assists in preparing for the weekly, biweekly, and/or monthly client conference calls to discuss current transactions for the department. Help in addressing department concerns and/or issues. Manages workflow and deadlines. Prepares reports in a timely manner as it pertains to appointment end dates, visa end dates, etc. and takes timely action. Audits and maintains academic files to ensure compliance with university policies and procedures.

Assists in providing analytical and program support for various academic affairs functions within the Academic Resource Center. Assists in the development and implementation of academic affairs training and other special projects and programs for Health Sciences departments as necessary. Serves as a shared services resource on academic affairs providing assistance and acting as liaison between the ARC and Department Business Offices, faculty, Payroll, VA, Division Administrators, division staff, and other internal/external offices. Assists in short and long term planning, policy and program development, workflow assessment, and makes recommendations to improve business processes and efficiency. Assists in all other duties related to academic personnel administration as required.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.

  • Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR. Academic recruitment and selection, appointment, review and advancement process, faculty compensation, compliance management, benefits administration, organizational development, terminations and layoffs, and affirmative action.

  • Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies. Working knowledge of Academic Personnel Administration including academic review process for full time faculty, professional researchers, clinical faculty and voluntary appointments.

  • Strong analytical skills to conduct analysis and develop recommendations to Chairs / unit management.

  • Proven organizational skills to coordinate large volumes of work, establish priorities, and meet deadlines. Experience in maintaining a high degree of accuracy and attention to detail, and accomplishing tasks under the pressure of deadlines, while working with constant interruptions, and changing priorities.

PREFERRED QUALIFICATIONS
  • Working knowledge and/or experience in processing visa applications with preferred knowledge of UCSD visa processes.
  • Knowledge of human resources management systems and other related business software programs and systems.
  • Experience in using online personnel systems and databases.

Preferred: UCPath, EmployeeLink, UC Web-based systems, and other University systems.

SPECIAL CONDITIONS
  • Must be willing to travel to various Health Sciences locations: Campus, Hillcrest, East Campus, etc. and maintain a flexible work schedule based on customer needs.
  • Must be willing to work occasional overtime as needed for deadlines and may be required to attend occasional meetings on the weekends.

Pay Transparency Act

Annual Full Pay Range: $37,900 - $85,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $18.15 - $40.85

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
