FMS Contracts and Acquisition Analyst

The Opportunity:

Are you looking for an opportunity to lead the management and analysis of key foreign military sales (FMS) contracts? We have an opportunity for an experienced FMS contracts analyst to join our team as we support critical U.S. Navy's international programs to acquire, deliver, and sustain fully capable, interoperable, and operationally dominant partner nation combat systems. As our FMS contracts analyst, you will lead the support and analysis of complex contracts, reporting directly to senior DoD leaders as the go-to advisor for ensuring these platforms are successfully delivered to our global allies.

This is an opportunity to make a direct impact on our country's defense acquisition and contracts process. As the FMS contracts analyst, you'll draft full RFP packages, including identifying requirements, Statements of Objectives, and Statements of Work. You'll lead analysis of procurement request packages and advise across the full FMS acquisition lifecycle. You'll build on your acquisition expertise, working with your team to develop and maintain relationships with external stakeholders to deliver high impact acquisition support.

You Have:

  • Experience with DoD contract management or administration

  • Experience with Foreign Military Sales (FMS) contracts and acquisition, including leading advisory and support to senior DoD stakeholders

  • Experience with providing contractual consultation to a government client, including researching, analyzing, and interpreting complex rules and regulations and providing actionable recommendations

  • Knowledge of federal acquisition regulations (FAR), defense federal acquisition regulations system (DFARS), principles of acquisition planning, and requirements necessary to accomplish assigned duties

  • Secret clearance

  • HS diploma or GED

Nice If You Have:

  • Experience with U.S. Navy contracts management,

  • Experience with driving programmatic duties, including meeting attendance support, presentation support, publication support, correspondence, action item tracking or closure, and weekly reporting

  • Experience with providing support as part of an integrated country management team comprised of a case manager, logisticians, BFMs, and client support from across multiple contracts to meet FMS Customer requirements

  • Experience with Foreign Military Sales management and financial systems, including SPS, MISIL, SCIP, and CEPT

  • Knowledge of DoD procedures and programs associated with FMS cases as specified in the Security Assistance Management Manual(SAMM)

  • Master's degree

  • Certified Federal Contracts Manager (CFCM), Defense Acquisition Workforce Improvement Act (DAWIA) CON I, II, or III, Defense Security Cooperation University(DSCU)Basic or Intermediate in SC Planning, Oversight, and Execution Management, SC Case Life Cycle Management, SC Execution Support Management, or SC Acquisition Management Certification

Clearance:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $49,800.00 to $102,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
