The Washington State department of Corrections has an exciting opportunity for qualified individuals to join the Application Development Java team as a senior Java Developer! This role is responsible for independent critical thinking, analysis, and translation of business need as developed by the Business Analysis Unit as pertains to the Offender Management Network Information (OMNI) system.

OMNI is the primary data application which directly or indirectly provides data throughout the Department as well as other departments and organizations, at the federal, and inter-state level. Washington State's sentencing calculations are arguably the most complex and demanding framework within the United States. As a senior developer of OMNI code, you will ensure the correct application of strategy and coding framework for the agencies' critical core application.

As a senior developer, you will develop and oversee tactical changes to OMNI ensuring compliance to standards and processes which ensure successful delivery of business-driven requirements. You will accomplish this task by correctly identifying, assessing, and translating business requirements while cross-walking business needs into technically defined requirements.

Duties

As a Java Developer, some of your duties will include:

  • Assuming responsibility for directly influencing best practice strategies and designs to deliver solutions for current and upcoming business needs of the agency's enterprise (OMNI) system including:
    1. The development the unit's strategic planning and leadership for current operations and future service planning for technology
    2. Reviewing proposals from application architects and business analysts, and having a direct impact on logic/code development and directs the technology design, methodology, and best practices necessary to implement architectural requirements
    3. Directly contributing to the definition and implementation of the development process methodology and best practices
  • Being a subject matter expert of OMNI as it relates to other parts of the IT unit and agency disciplines including:
    1. Participating in the Business Collaboration Committee and providing technical expertise in response to questions regarding OMNI and its ability to meet the business need
    2. Working directly with the IT unit's architectural team ensuring the technical understanding by the architects is complete and any changes or deviation to their recommendations are properly identified and corrected through dialogue or correspondence
    3. Assuming the role of subject matter expert with regards to supporting and influencing disciplines such as Quality Assurance, Business Analysis, .NET, Business Relationship Management, Product Line Management, and infrastructure
  • Augmenting and providing senior, expert knowledge with a team of Java developers and/or contract programmers ensuring that the agency's critical system, OMNI, is managed and supported in a predictable, efficient, and delivery-based model
  • Directly influencing and leading coordination and support for Java development and maintenance activities including new development, enhancements, and application support
  • Directly participating and influencing the implementation of Java solutions development standards and procedures to ensure OMNI application quality, logical data modeling, and architecture

Qualifications

What we need (required qualifications):

  • A Bachelor's degree in computer science or related field

AND

  • Seven (7)* years of experience in Java application development and support using tools such as IBM Rational Software

AND

  • Five (5) years of experience in writing and/or modifying existing programs, documenting solution programs for application systems**
  • Expert level communication skills to include written, verbal, and listening
  • Demonstrated experience in logical data modeling and relational data architecture to meet system specifications
  • In-depth knowledge of design patterns, enterprise integration patterns, and patterns for modern enterprise architecture
  • Attention to detail

*An equivalent combination of IT related training and experience may substitute year for year for education

**Years of experience can be gained concurrently with other education and experience listed

What will make your application stand out (preferred qualifications):

  • Experience with agile, scrum, iterative, or waterfall development/project methodologies
  • Experience in resolving application defects and performance issues in connection with changing business requirements
  • Java Solutions Architect certification

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.
