The ISS Division Government Property Administrator Government Property Administrator will be responsible for all Company/Government Property located throughout the ISS division of Scientific Research Corporation and all affiliated satellite/subcontractor facilities. This position entails providing support and training to multiple CONUS locations and property personnel as required. A primary function of this role will be to review contracts to understand and adequately plan for any impacts of government property management. By developing a practice to integrate into the proposal/award process, this role will be integral in mitigating risk and driving value for SRC and our customers. The ideal candidate will be a leader who communicates well with leadership/project management teams to understand the projects at hand. This position will also oversee and support the local Shipping & Receiving/Material Management roles.

  • Monitors, updates, and ensures the integrity and accuracy of database records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites
  • Ensure records contain an auditable trail of acquisition, movement, and disposition while maintaining all required FAR 52.245-1 data
  • Maintains adequate surveillance of subcontractor government property in accordance with contract flow-down clauses .
  • Involved with reviews of vendor/subcontractor's control of government property in coordination with management and Purchasing, Subcontracts Departments and Program Management. This may be accomplished through site visits
  • Periodically participates in proposals, contract mods, contract and subcontract awards to offer guidance and support relating to property clauses, contract structure, PWS, and logistics requirements.
  • Plans, organizes, and conducts physical inventory of property, with support of project custodians, and reconciles results to ensure compliance with regulations
  • Participates in the verification requests of company and government-owned property inventories and prepares appropriate reports to corporate and local managemnet
  • Investigates, reports, and recommends preventive/corrective measures for lost or damaged property ensuring reduced liability.* Determines property acquisition requirements including: availability, conditions, and verifies contractual authorization prior to property acquisition
  • Coordinates with programs, finance, contracts, procurement and shipping/receiving departments on a regular basis
  • Provide periodic metrics for program managers and corporate property management including * recommended paths forward to ensure project success and audit readiness
  • Ensure compliance with company policy and procedures, contractual and FAR/DFARS requirements.
  • Aids in support to corrective action plans (creation and implementation) to insure acceptable process control and positive audit outcomes
  • Aids in the development of accurate and timely CAR responses (if applicable) for Management review/approval
  • Work with Contract Administrators and Program Managers to ensure that excess government property is identified before period of performance is completed. Arrange for the disposal of all excess government material or equipment as coordinated with the Government's Plant Clearance Officer and Procuring Contracting Officer
  • Maintains up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications.
  • Maintains an awareness of regulatory changes and their impact on contracts
  • Periodically performs general manual labor tasks including loading, unloading, lifting, and moving equipment and materials by hand, pallet jack, or forklift
  • Supports/collaborates with various departments on implementation of new Material Management technology platform
