MINIMUM SKILLS & REQUIREMENTS:



  • Minimum of 8 years of prior directly relevant experience
  • Keen understanding of federal government budget/accounting systems, processes, procedures, and regulations
  • Federal financial database familiarity
  • Past participation in, or exposure to, internal controls documentation
  • Strong analytic, administrative, communication, computer, and organizational skills
  • Solid financial and planning skills

PRIMARY DUTIES & RESPONSIBILITIES:



  • Support the Director of Prototypes and Experiments and assist with the management of 5 Program Elements with an annual value between $300M-$500 per year; assists in the management and execution supervision of 8 additional Program Elements at the Office of Secretary of Defense (OSD) and Service level worth ~$400M annually of special interest to the Director of Prototypes and Experiments
  • Assist the Military Assistant (MA) with the supervision of development and of various financial planning documents including R2 and draft Program Decision Memorandum language
  • Assist the MA with the development and tracking of the owned PE's spend plans and execution and obligation rates
  • Help develop courses of action to address Congressional actions, marks, with-holds, and holdbacks
  • Supervise the development of Congressional Staffer briefs and financial reports
  • Coordinate with the OSD Comptroller's office and Cost Analysis Program Execution (CAPE)
  • Supervise accounting activities related to conducting and documenting financial analysis projects and applying Government financial standards, policies, concepts, practices, and methods
  • Support professional analysis in the areas of budgeting and reporting at the Office of the Secretary of Defense Program Element, portfolio, and project levels
  • Review and analyze financial reports and data for accuracy and identifies, reports, and corrects errors as required
  • Work with the program managers to ensure funding of programs is properly maintained
  • Support the budget formulation for Program Objective Memorandum (POM) inputs Conduct review of project manager developed spend plans in support of POM initiatives
  • Monitor contracts executed and supported by CP for financial compliance
  • Perform various analyses of financial reports and data from Government accounting systems
  • Summarize and report to management on overall financial execution and financial position as required
  • Produce monthly trend reports and supports internal and external audits as required
  • Executes other duties as assigned by the MA
