The Defense Group at Leidos has an exciting opportunity as a Security Design Assessment Lead/SME on our GSM-O II IDIQ contract's Joint Service Provider (JSP) Cyber Security Task Order in Alexandria, VA. JSP provides a full range of IT products, services, and solutions and customer services to the Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff (JS), Director of Administration (DA), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other OSD offices for them to meet mission and business requirements. Through the JSP Cyber Security program, JSP performs a wide variety of services and functions required to secure the information security posture for DoD services.

This Task Order has 100+ FTEs working to ensure JSP's Cyber Security program adheres to JSP, DoD, and National Institute of Standards and Technology (NIST) approved cyber society, information assurance (IA) architecture, policies, programs, standards, and guidelines. The ISSM Lead/SME will be responsible for the ISSM organization that will support the JSP Information System Owners to coordinate, review, validate, and approve all activities, which contribute to the assessment and authorization of automated information systems throughout DISA JSP.

This is a hybrid position allowing 50% remote work after a brief ramp-up period (first 2-3 weeks will be 100% onsite during onboarding, then time will be split 50/50 onsite/remote).

Primary Responsibilities:

  • The Security Design Assessment Lead/SME will provide expert-level support to the Security Design Architecture Team.

  • Ensure design solution complies with security requirements at a solution, system, or network level and enforces implementation of common security services and security zones.

  • Ensure design reviews are IAW with all applicable government directives, approved frameworks, and industry standards.

  • Lead Design Reviews, Go-Live Reviews, as well as Transition Reviews of all projects.

  • Provide expert-level technical expertise, diagram reviews, and recommendations on all JSP Information Systems (re-authorization and new systems).

  • Create a Security Design Assessment Portfolio that encompasses all security engineering or architecture projects to be maintained on the JSP Risk Management Division Portal or as directed by the government.

  • Provide a formal Risk Assessment Report (RAR), along with a formal Acceptance of Risk (AOR) memorandum, for the Authorizing Official to sign, when there is an acceptance of risk requirement stemming from any project review, part of the RMF process, identified risk or vulnerabilities of an Information System, or organization evaluation/inspection.

  • Provide expert-level operational risk management support for JSP-managed systems, whether networked or standalone.

  • Provide expert-level support for integrating existing Cyber products with new hardware and software introduced to JSP-managed systems.

  • Provide expert level Security Engineering management and technical support services focused on the implementation and execution of DoD, DISA, JSP security policies, procedures and other JSP information systems security procedures and policies.

  • Will provide subject matter expertise to any projects that are supported or require the JSP Cyber Security Center approval.

Basic Qualifications:

  • Master's degree in IT-related field and 15+ years' experience in the Cybersecurity area. Additional years of applicable experience may be accepted in lieu of a degree.

  • Top Secret SCI security clearance required prior to start.

  • DoD 8570 IAM Level III certification (CISSP or CISM required) prior to start.

  • 10+ years' experience in IA technology or related field.

  • 7+ years' experience with Risk Management Framework experience.

  • 7+ years' of project management work experience.

  • Expert knowledge of NIST SP 800-37, CNSSI 1253, FIPS 199 and NIST SP 800-53

  • Knowledge of the DoD Risk Assessment Methodology (DRAM) and POAM tracking.

  • Expert in RMF and DIACAP accreditation processes

  • Familiarity in CIRT processes and data spill cleanup procedures

  • Expert with the Data-Write and Cross Domain Data Transfer processes

  • Demonstrates leadership and customer service skills/Previous lead position

  • Expertise in auditing security controls

  • Knowledge of Continuous Monitoring

  • Expert in STIGs and SRGs

  • Knowledge of Common Control Processes

  • Project Management skills

  • Technical Writing Skills

  • Working knowledge of DoD Pentagon headquarter customers

  • Customer service skills both verbally and written

Pay Range:Pay Range $142,350.00 - $219,000.00 - $295,650.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary.
