DEPARTMENT OVERVIEW

University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health professional schools are nationally ranked in their respective areas.

The Leveraging Scale for Value (LSfV) team is responsible for providing oversight of complex processes while executing targeted initiatives with the overarching goal of providing value through "systemness" across all of UCH. Within various initiatives, the goals are increasing revenue, sharing best practices across the system, and achieving significant cost savings.

POSITION SUMMARY

Under general supervision of the Chief Pharmacy Officer, the incumbent of this position manages financial aspect of the Specialty pharmacy section of the division. This includes working with the Chief Clinical Officer, the Directors of Clinical Pharmacy, the medical center Chief Pharmacy Officers and their staff to identify and facilitate the implementation of initiatives to promote cost-effective drug utilization of Specialty drugs in the medical centers. The incumbent will assist with the development and implementation of new contracts, develop manufacturer relationships, and data systems to ensure the provision of safe, effective and economical pharmacotherapy for all patients within the medical centers and to ensure compliance with Joint Commission, accreditation bodies, and applicable federal, state and local laws and regulatory standards. The incumbent will work with existing systemwide Specialty Pharmacy Collaborative team, to optimize the financial pharmaceutical outcomes for patients treated in the UC medical centers. The incumbent will be responsible for trending drug utilization using internal and external databases to identify opportunities for improving drug utilization and for tracking the impact of changes.

Contracting: Identify and assist with the creation of new contracts that allow the UC med centers to obtain access and financially sustainable operational agreements for Specialty medications. Coordinate efforts to document financial outcomes for patients cared for by the medical center's Specialty Pharmacy services. Collaborate with payers and manufacturers to develop unique models of purchasing and reimbursement to enhance the value of high-cost medications used by UC medical center patients.

Data Analytics: Develop Key Performance Indicators to trend Specialty medication use across the UC medical centers. Working with clinical managers at each site, assist with the collection of reportable data for accreditation bodies, like URAC with an eye to centralizing accreditation functions at the system level. Develop and report results of cost reduction targets related to medication use and take actions to ensure achievement of targets. Works with the Central Data Warehouse team to develop new data reports as necessary.

Project Management: Works to improve efficiency mechanisms and provides monthly maintenance for the various electronic Specialty pharmacy data platforms such as Loopback and patient app.

Required Qualifications

  • At least ten years of experience in financial management or payer relations, or contracting, and at least one year of specialty pharmacy experience
  • Sound knowledge of the principles and concepts of administration and management including budget, finance, personnel, contracts, etc.; skill in planning, time management and organization.
  • Ability to work independently and adapt to a changing work environment and ability to implement new systems and procedures.
  • Ability to exercise sound judgment in stressful situations and think critically to analyze and solve problems.
  • Ability to communicate effectively both orally and in writing and to relate well to a broad spectrum of staff, physicians and patients.
  • Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
  • Demonstrated success using and exercising sound professional judgment, thoroughness, accuracy, integrity and resourcefulness.
  • Ability to read, write, speak, understand, and communicate in English sufficiently to perform the essential duties of the position.

Preferred Qualifications

  • Thorough knowledge of the laws and regulations set forth by governmental and regulatory agencies that govern all aspects of operating a Specialty pharmacy service with a medical center.
  • Thorough knowledge of the functional aspects, professional relationships, and procedures used in a large tertiary care, teaching medical center, as they relate to the Pharmacy Division

Education

  • Bachelor's degree in related area and at least 10 years of relevant experience and / or equivalent experience / training.
  • Pharm D degree (Preferred)
  • Completion of Pharmacy residency (Preferred)
