Job Summary

UCSF is growing the clinically integrated network in order to succeed in meeting the care access needs of UCSF Health. The goal is to work with our affiliate network partners to deliver the right care in the right place at the right time, ensure that care is accessible in the Bay Area within 20 miles of patients, and develop intentional strategies to create value for UCSF Health and our strategic affiliates. Our plan is to further expand primary and specialty care capabilities throughout the network. This requires experienced leadership, program management, and expertise in physician relations. The clinically integrated network currently consists of 175 providers caring for over 160,000 patients, with plans to grow by 10-20% annually. UCSF is a partner in several ACOs, and the clinically integrated network has been formed to help UCSF Health achieves the "triple aim" of high-value care: to provide higher quality, lower cost, and patient-centered care across the full care continuum. Examples of the type of work in need of program leadership include managing the development and implementation of evidence-based clinical protocols and building on quality, access, patient experience, and value measurement methodologies and infrastructures. Monitoring and facilitation of performance improvement of the framework are critical. Will facilitate all
operations of the clinically integrated network, including management of physician relations across affiliate practices and with internal UCSF departments, cost centers, invoicing, and data management. Will also effectively manage the CIN governance and leadership work.

Given the type of work and our organizational culture, the Program Manager will be responsible for ensuring the success of a multi-faceted and highly complex program. They will need to synthesize data from various sources, have excellent problem solving, presentation, and communication skills, and have a good understanding of clinical care. The candidate needs to be a collaborative partner to build and maintain strong relationships with key stakeholders, including community physicians. They will serve as the liaison to external healthcare partners as well as key UCSF physician leaders and clinic directors.

The Program Manager reports to the Chief Operating Officer of the Affiliates Network and also works in close collaboration with the leadership teams in the Office of Population Health.

Department Description

UCSF Health's Office of Strategy and Health affiliates is charged with leading and executing the strategic planning and business development for UCSF Health as well as facilitating the integration and alignment of the UCSF Health Affiliate Network. The strategy and affiliates team is highly collaborative and implements an engaging approach to improve UCSF Health's market position and topline revenue and bring to fruition the many joint ventures and alliances it has established in support of its strategic vision.

Required Qualifications


  • Bachelor's degree in healthcare or a relevant profession, or a combination of comparable clinical education and/or experience.
  • 2 years of recent experience in project management, performance improvement, or quality improvement.
  • Working knowledge of population health, care delivery, and accountable care standards.
  • In-depth knowledge of medical terminology and patient health information.
  • In-depth knowledge of the health care performance improvement framework, including quality, access, patient experience, and value metrics
  • High level of proficiency in Microsoft Excel with the ability to run analytical reports and summarize information.
  • Highly proficient in multiple software applications (Word, Excel, PowerPoint, and Access)
  • Advanced organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule.
  • Advanced critical thinking and problem-solving skills to manage highly-complex information, assess problems and develop effective solutions.
  • Advanced interpersonal skills for collaborating effectively with a broad range of clinical and professional staff.
  • Advanced written and verbal communication skills with the ability to convey complex information in a clear, concise manner and produce high-quality documents, reports, and presentations.
  • Advanced ability to influence and persuade staff, management, and clinicians at all levels and across departments.
  • Ability to exercise professional judgment in handling sensitive and confidential issues.
  • Excellent analytical, program and project management, and independent problem-solving skills.
  • Ability to demonstrate excellent judgment, and attention to process and detail.
  • Able to receive and provide direction and collaborate with various positions and personnel levels within a complex organizational environment.

Preferred Qualifications


  • Master's Degree in health care administration field, nursing or other health field and a minimum of 2 years of recent experience in health system administration, ambulatory, primary or specialty care.
  • Project Management Professional Certification.
