Duration: Services are expected to start 07/01/2022 and are expected to complete by 08/31/2022. This service may be amended, renewed, and/or extended.

Texas Health and Human Services Commission requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined below.



Responsibilities

--

Develop and implement policies, procedures, initiative and strategic planning for the agency's data governance program. Coordinates with DSHS programs to develop new or modify existing data governance policies, procedures, goals, practices, and objectives to align data analytic program areas, ensuring adherence to statutes, rules, and other documentation, and recommending corrective action as needed. Researches and evaluates data sharing statutes, policies, and procedures for DSHS data assets to identify problems, causes, and areas where procedural or system changes may be needed. Develops solutions to highly complex data governance issues and concerns, develops implementation plans, and helps coordinate and support implementation with the DGD. Identifies data governance training needs and discusses data governance program effectiveness. Participates in special projects and performs an array of technical, research, planning, and administrative activities related to data governance. Reviews and evaluates new or improved business and management practices and policies for application to agency programs or operations.

Participates in discovery sessions with DSHS programs and information technology to gather public health data requirements for data ingestion, data quality, and data analytics as part of technology development and improvement efforts. Reviews and evaluates outcomes and provides recommendations to the DGD, DSHS Programs, and information technology to standardize data governance across data systems. Assists DSHS Programs in developing and maintaining metadata and data quality requirements for data assets as well as in identifying and resolving data quality challenges. Oversees and implements organizational studies and evaluations, reviewing and evaluating systems and procedures, overseeing work simplification studies, and reviewing and evaluating operations and procedures manuals to assist management and staff in operating more efficiently and effectively. Designs, evaluates, recommends, and approves changes to applications, processes, procedures, analyses and reports.
