Title: Services Acquisition and Program Management SETA Description:
SAIC is seeking an experienced Services Acquisition Professional/Program Manager/ SETA to assist an Intelligence Community (IC) customer. The successful applicant must provide technical expertise, value-added judgment, integration and communications relations management to advise and assist senior-level customer leadership on full spectrum of acquisition lifecycle and programmatic activities impacting Infrastructure Service Provisioning/Framework.

Job Duties:

- Serve as primary interface and advisor addressing acquisition strategy, program advocacy, integration, communications and relationship management for Infrastructure Service(s) Provisioning Provide technical and services provisioning best practice(s) advice, facilitation, implementation and management
- Provide overall lifecycle acquisition, program management, advisory support to the customer Program Manager(s), Contracts Officer’s Technical Representative(s), and Contracts Officer(s)
- Support acquisition strategy, portfolios, innovation initiatives and communication(s) plans Afford resource and requirements analysis, planning, coordination and scheduling
- Identify technical and programmatic risks

Qualifications:

CLEARANCE REQUIREMENT:

- Clearance Level Must Possess: TS/Sensitive Compartmented Information (SCI) with Poly
- Clearance Level Must be able to Obtain: TS/Sensitive Compartmented Information (SCI) with Poly

Required:

- Active TS/SCI security clearance with polygraph
- Bachelor’s degree with 9-14+ years of experience or equivalent relevant experience Experience working in the Intelligence Community
- Direct experience managing acquisitions, including active participation in all phases of technical, acquisition and programmatic advisory activities
- Experience working with Service acquisitions, systems, processes, or requirements - Demonstrated ability to manage multiple tasks and deliverables simultaneously
- Knowledge of and experience with Federal Procurement and Appropriations law, regulations, policies and methodologies
- Knowledge of the NRO missions and organizations
- Knowledge of and experience with Federal Procurement and Appropriations law, regulations, policies and methodologies
- Technical understanding of service capabilities - Ability to work independently and with a team Excellent writing, organization, verbal communication, and presentation skills
- Experienced user in Microsoft Office applications (PowerPoint, Word, Excel, etc.)
- Ability to proactively perform as organized and dedicated change agent, core to ensuring quality assurance while assisting with the culture shift per customer’s vision/needs
- Skilled at working in high-tempo environment, able to adjust to dynamic political, technical and/or fiscal challenges

Desired:

- Experience with the NRO Communications Systems Directorate and knowledge their acquisition practices
- Experience supporting large and multiple acquisitions programs/source selection activities/practices
- ITIL Certification
- Commitment to recognize, understand, respect and operate effectively within various SETA, FFRDC, and Government lines of authority
