Department Overview This position is in the Branch Accounting and Procurement Office. It will be reporting to the Director and four Principal Managers in Branch Accounting and Procurement (BAP). This position will handle the most complex accounting and procurement transactions, research and recommend the appropriate accounting and procurement treatment to management. This includes: analyzing GAAP and GASB materials, policies, procedures, and statute; and presenting recommendations to management. Under supervision, the Senior Fiscal Analyst primary responsibility will be to manage complex solicitations.  Analysts may be assigned solicitations based on an area of expertise or their experience, as well as, there will be opportunities to work on solicitations in other areas specific to the Judicial Branch.  The position will also Act as the integration expert for the Enterprise Resource Planning (ERP) System.  The integration expert needs to understand all accounting and procurement transactions and the impact of the transactions on the rest of the system.  This is accomplished by: leveraging analysis done above; constantly communicating across accounting and procurement operations; documenting new and/or changing process and system requirements; working with Information Technology to develop and test solutions; developing and maintaining training documents; and training end-users with an emphasis on why transactions are completed a certain way, not just the how transactions are completed.

Responsibilities

  •   For the most complex accounting and procurement transactions, research and
       recommend the appropriate accounting and procurement treatment;
  •   Create, review, update, and organize all process and non-IT system documentation;
  •   Analyze user's needs, and lead creation and delivery of information necessary for
       Appellate Courts, JCC offices, and BAP to maximize accounting and procurement
       processes and systems;
  •   Act as subject matter expert on all transactions in the Enterprise Resource Planning
       (ERP) System;
  •   In coordination with Judicial Council Information Technology, update configuration,
       workflow, and security tables in the ERP while ensuring and maintaining segregation of
       duties;
  •   Ensure BAP is responding to user's needs for information by meeting with requestors,
       understanding their needs, and seeing they get the information needed in a timely and
       useful format.
  •   Monitor, reconcile, and analyze the BAP budget.
    . Qualifications Minimum Qualifications
    Bachelor's degree preferably in business, finance, accounting or a directly related field and five (5) years of professional exempt-level experience in financial analysis. Additional directly related experience and/or education may be substituted on a year-for-year basis.  Possession of a Bachelor's degree in a directly related field such as accounting, finance, business, etc., may be substituted for one of the years of required experience.

    OR

    Two years as a Fiscal Analyst, in the assigned field, with the Judicial Council of California or two years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California state government entity.
